This means that if all the Republicans who have indicated that they are going to vote agasint Trump's Wall actually follow-through, that the resolution overturning the emergency order will pass. It has already passed the House. Therefore, Trump will be forced to veto the resolution, which undermines his claim that most Americans support his emergency declaration to build the Wall.
