I actually think this one is going to turn out to be part of the tide turning.
Trump tried to muscle what he wanted through Congress via his shutdown extortion, but was defeated in humiliating fashion by Pelosi.
Now he had a chance to eat a small dish of humble pie with the new wall deal. Instead he chose to try to cheat to get what he wanted by going around congress, in spite of the rules against it. The courts should be willing to stop that, if Congress doesn't.
So going forwards Trump will need to follow the rules. He has no ideas. All he does is break things. But the courts and Pelosi are going to stop him in most instances. So his presidency dies.
