The Republicans claim that this is totally fair since each year one of the parties will control the election process and then the next year the other party would get control for a year. They say that the Democrats will be allowed to control the elections held in odd-numbered years while the Republicans would control them in even-numbered years. What could be more fair? Except that elections ONLY occur in EVEN-numbered years.
