This is what deregulation politics does.

At first, you hear all the benefits of freedom from regulation, which usually means higher profits.

Then the evidence of damage starts to appear as the protections which regulations provide emit their costs.

It's not that all regulation is a good idea. What you want is smart regulation to combat the abusive sorts of profit-making, where someone passes their problems to others.

Under Ben Carson, more families live in HUD housing that fails health and safety inspections

While HUD Secretary Ben Carson pledged to fix low-income housing, the number of properties cited for health and safety violations has been on the rise, an NBC News investigation found. At one HUD-subsidized property in Hartford, Connecticut, residents complain of mold, leaks and insect infestations, while their private landlord continues to collect millions in taxpayer dollars and HUD missed federally mandated deadlines to crack down.

“How could they let someone get away with doing something like this?” asked Rondesha Brooks, who fears for her 12-year-old daughter’s health.
