Yes, Trump claims that Left-wing environmentalists are preventing water from being made available for firefighting and instead are allowing rivers to flow to the ocean. According to fire officials in California, at NO time has any fire agency been unable to get access to all the water that they needed and there are no indication that this will be the case in the near future. However, the long term effects of climate change is reducing the amount of water available for ALL uses in the state, but that isn't happening because of the actions of environmentalists.
And Trump's second issue is that California is not allowing large corporations to come into the state and log-off all the state and national forests, for a profit of course. His claim is that if there were less trees in the state there would be less forest fires, and while that might be true in the sense that there are very few fires in a place like the Sahara or Gobi Desert, that doesn't mean that we should clear-cut the state while we watch people like the Koch brothers get even richer.
