"High crimes and misdeameanors" are determined by over one-half of the House of Representatives and two-thirds of the Senate. That is a true statement. Billy Jeff Clintoon was impeached by the House of Representatives, but the Senate did not convict him - because there were too many Democrat hypocrites in the Senate who honored the Democrat Party above the country in spite of the UNDENIABLE FACT that Billy Jeff committed felony perjury while in office. Right now, there is NO evidence that Donald Trump has committed any felony or misdemeanor while in office - his only "crime" is that his legitimate election as POTUS has insanely enraged crybaby libtards who quite literally DEMAND that everyone agree with them and give them all political power. The Democrat definition of "high crimes and misdeameanors" for President Trump is "Wah Wah Wah! He legitimately won the election and our pathetic, treasonous cow lost - quite simply because she's a pathetic, treasonous cow. And, we don't like to lose, so THAT is a 'high crime and misdemeanor.'"
If the Democrats want to insist on being childish in the extreme and start the perpetuation of a system whereby the House of Representatives controlled by one party impeaches the POTUS of the other party simply because they wish to throw a temper tantrum for losing the presidential election, then we need to save ourselves a lot of societal distress and cut to the chase - let's just start this civil war, now.
