That's the best outcome: allies inoculate themselves against the worst of the damage; Americans elect an obstructive congress; everyone treats this as an isolated case; fix the mess once Trump is replaced.
Everyone in the west wants the US to reestablish its more benign, cooperative nature. But the GoP has revealed a side to the American people (or parts thereof) which is self-absorbed, bullying and unpleasant to be around. That is what most needs to be fixed. How do you reason with people who just make stuff up and are content to be ignorant? Anyone who saw what Trump did with Trump U ought to know that was disqualifying behaviour. But a whole bunch of Americans are willing to be led by a conman. Incredible!
Amazing that the country which made such delightful musicals until a few generations ago - I think of those musicals as America in its pure, happy, kindly form - is so bonkers now.
