Not quite. She said Susan Rice is a man with big swinging ape balls.
I read that as virile/muscular/unfemale with enlarged cojones (ie courage). ie not a physical description but a visualisation of her character.
Potentially, both rude and/or complimentary.
The one with VJ was simply rude and demanded an apology, which she provided.
Compared with, say, separating little children from their parents at the border, which is pure evil, it's an unremarkable bit of unpleasantness which diminishes its author some. I wouldn't have cancelled the show.
