Yes, that's surprising to me too. I thought the House and Senate would not tolerate corrupt behaviour and would defend the rule of law. But only the courts operate as a robust corrective in the US system. And even then, the Supreme Court selection process was abused by the Senate: there should be a Justice Garland in place.
