This is what is under attack. It is very similar to the situation with King John who lied and reneged on his commitments over and over. In the end, they realised they needed something in writing to offer protection. The document they got John to sign was called Magna Carta.
Of course, having signed it, he reneged almost right away. That's Trump for you.
The US seems to lack a robust trust architecture. There ought to be a US body tasked with protecting the integrity of the system itself. Something above and uninvolved in politics. Clearly separation of powers hasn't worked well at all, with the man in charge of the House Intelligence committee basically a stooge for the White House, and all the major institutional bodies in the hands of the GoP, in spite of the majority of the electorate being Democrats.
