Sounds like Mueller has been a wee bit cunning in the way he has framed his investigation of Trump's henchmen (Manafort et al)and the associated charges he is bringing. This article suggests he has left a good chunk of material in the hands of the New York AG, so that Trump's pardon power isn't worth as much as it might appear.
