It was reported that 3% of Americans own 160 Million guns.
And there are 300+ million guns around, but 78% of Americans don't own a gun.

Ban mega clips
Ban ammo that can pierce police 'bullet proof vests'
Ban semi automatic guns
In order to have a license, you would need to pass a safety class. & have it renewed every 5 years or so.
Somewhat like CPR, CPR needs to be renewed every 2 years.

so the Justice says.

I'd just write a compromise, which reinstates a proviso, relating to the owner, the gun and where it can be used.

Something about the right is restricted to folks of sound mind over a certain age, who have undergone safety training ...

And that the guns aren't automatic and they are subject to license ...

And that the police in any city, town or village may restrict their sale and use.
