It was the usual confusion.
The on-scene cop thought the shooting was coming from outside. Easy thing when you are among buildings, as he was. Lots of cops will tell you it can be hard to figure the direction. Could be an excuse, but if it is, it's a good one.
Later folks arriving on-scene were told not to go in without body cameras on. Apparently their bosses feared accusations and shaming by lawyers more than they were worried about the shooter.
It is so screwed up out there in a gun-toting world.
