Yes. I think beating up your spouse is an example of the "definitely over the line" type of abuse that is disqualifying.

You throw the book at those types.

As to General Kelly, I don't know the particulars of his wish to hold onto the guy, such as what he knew and when he knew it, so cannot make a useful contribution.
