Charity towards others is a personal responsibility and response of each individual. That is where the Spirit of Christ lives - in each person who allows Him to enter their life - not in a governmental bureaucracy. It is true that like-minded individuals will try to magnify the scope of their charitable giving by banding together via Churches and other private charitable organizations, but it is still each individual's choice to fund and participate in that organization's charitable activities. In stark contrast, your notion of "charity" is for far fewer people (i.e., Statists) to use the authoritative powers of government to force everyone of the Statists' choosing to "contribute" to the "charitable programs" that the Statists utilize to feather their own nest. My notion is an example of Classical Liberalism - where power resides, where it should be, with each individual to decide how they will spend their money, time, and efforts - without governmental interference. Your notion is nothing short of autocratic theft by the few from the many in order to empower and enrich the few.
