Obama, the Honorary President of the Boy Scouts of America, missed the 2010 National Jamboree because he was invited to be on 'The View.' I can't imagine why the Boy Scouts felt slighted.
Of the 12 U.S. Presidents who were in office when a Jamboree occurred, 8 attended. (Kennedy and Ford never had the opportunity. Ford, an Eagle Scout himself, would certainly have attended.) Of the four who did not attend, one (Eisenhower) sent the Vice President and another the First Lady (Reagan.) Reagan himself missed one on account of surgery. That makes Obama's absence all the more significant. He can be compared only with Richard Nixon, and I'm not sure what Nixon had going on at the time. Probably some things more signficant than 'The View' - since he spoke twice at Jamborees in the 1950s when he was Eisenhower's VP.
