Oh I agree Cactus Flower, many cops are fearful, especially when dealing with blacks.

Take Philando Castile, he told the cop he had a gun & was licensed. The cop asked for his license & registration & he went to give them to him & was killed! Did you see his partner run like hell once he started firing...
Along with the driver, a woman & child in the car!

WTF are blacks supposed to do when stopped? for a freaking brake light out!!!! are you kidding me!!
why did this cop stop him & let this get to this point?
why didn't he tell him to put his hands on the wheel if he was afraid? step out of the car????

Its more than the culture of guns, its the fear of 'others. Someone not like you...

But clo, we don't have to doubt it. They may indeed be fearful. With a few exceptions, it doesn't have to be the case that cops are bad, racist and deliberate.

The problem might simply be that cops are instinctively fearful of black males in high risk situations and react accordingly. You can't expect your amygdala to operate the same way as your cerebral cortex or your frontal lobe. It's a different piece of the brain.

I think this problem is a product of a gun culture.
