Actually it was 13 white men, but the outcome was the same.
That being said, it's been reported that even those 13 white men did not see the completed draft of the healthcare bill before other members of congress first saw it earlier today. It appears that the bill may have actually been written by a group of health industry lobbyists with the help of low-level aids from the office of Mitch McConnell, perhaps the only Senator who had actual first-hand knowledge of what was being written while it was being worked on.
