That cop panicked. Watching the dash cam video is all you need to determine that. He should have never been given a gun and sent out on the streets. He almost died himself from a heart attack after the shooting. He should have been found guilty of non premeditated manslaughter, negligent homicide, whatever, but he was at fault. We don't need cops like him. He should be serving burgers.
