In Flynn's case, his secret foreign agent status is extremely clear in the case of Turkey.

He clearly kept it secret. He was paid $500k to act as an agent of Erdogan. He acted on Erdogan's behalf. He completed the government paperwork about the payment only after leaving office, meaning he hadn't done so beforehand. So he was concealing it while he was the NSA Director.

If Turkey was not a NATO ally, it would look even worse. But it does show that Flynn's reputation was for sale if the price was right. And that he was comfortable shilling for an autocrat. And that he was a secret foreign agent, which is not something the NSA Director ought to be.

This should be an impeachable offense. Hiring a man under investigation to have ALL of our info at his disposal is such a risk!
and they never even vetted him....why would they, they already knew he was tainted!

Michael T. Flynn told President Trump’s transition team weeks before the inauguration that he was under federal investigation for secretly working as a paid lobbyist for Turkey during the campaign, according to two people familiar with the case.

Despite this warning, which came about a month after the Justice Department notified Mr. Flynn of the inquiry, Mr. Trump made Mr. Flynn his national security adviser. The job gave Mr. Flynn access to the president and nearly every secret held by American intelligence agencies.
