You hit the nail on the head. You can't run a government on whimsy. If you move too fast, the whole thing rattles itself apart. If you move too slow, everyone complains. Speed of change is a Goldilocks phenomenon.
I do think the appeal of Trump to some was that he was going to make change happen. But I think the attractiveness of such a thing suggests that the Constitution slows (or allows the slowing of) change over long periods, meaning that folks get desperate. Desperate people make bad decisions.
If we'd had an HRC Presidency, we'd be watching gridlock right now.
