It couldn't be clearer, Zimbler0. The first part, "A well regulated Militia, being necessary to the security of a free State" is the reason why "the right of the people to keep and bear Arms, shall not be infringed."

The Founders wanted the people to be able to rise up, when needed, as a well regulated Militia.

A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.


Out of curiosity . . .
How many people think it means only the militiamen
should have arms . . and keep them in the militia
armory . . .

And how many think it means all law abiding citizens
should be allowed to own arms?

(Personally I think it means that the Founding Fathers
meant for the militiamen to keep their guns in their
houses . . so that if the bloody British returned
they'd still have their weapons even after the brits
seized the armories.)

(And, there is the school of thought that says the
Founding Fathers meant for U.S. to have weapons . . .
just in case our own current 'ruling class' got too
uppity.)
