You sound like you think this is a game of checkers. I have a different model - and I think the Russians and Chinese do, also. The US, on the other hand, is clearly playing checkers, and is not very good at subtlety.
Russia has been bled white in Ukraine. They are down to a WW-I style war of attrition .. . and the Ukrainians might be preparing to go on the offensive. Not to mention that Ukraine has started receiving those 'HIMARS' multiple launch rocket systems.

The M142 HIMARS, the High Mobility Artillery Rocket Systems supplied to Ukraine by the United States, have become a symbol of Russian vulnerability.
In the occupied southern Kherson oblast, posters appeared in July featuring a picture of a HIMARS system and words threatening retribution on the Russians for “looting, killing, rape, destruction”.
