I am not sure it's arrogance. They were clearly trained to act in a bullying way. They believe they were following orders.

They don't seem to understand that people have really had it with that sort of aggressive, overpowering, humiliating policing. There was no reason to push that guy.

Officers really need to make reasonable judgements about whether a person is a threat. If they are not, then they should treat them without force.

The reason policing is generally harsher in the US than in many countries is fear of an armed citizenry.
