You are probably right, but it's a war-saving strategy that assumes we've already lost the battle. How sad.
What really needs to be done is to stop the invasion from happening in the first place. The illegals must be prevented from entering the country at any cost - because then the courts start granting them rights.
You hit it on the head in one of your earlier posts when you said we should shoot at or above the illegals as they try to enter. I, personally, would have no problem with that. Unfortunately, too many Republicans lack the stomach to do what must be done to save the country. "Lining up the attorneys," then, is what we need to do after they've already gotten in. That might work, but I'm not at all confident of it. Too much of the swamp seems to be on their side. In fact, I've long thought that attorneys are the swamp. Most of it, anyway.
